What is e-Archive Invoice?


Before answering what e-Archive Invoice is, we need to briefly define e-Invoice. e-Invoice is an invoice that is created, transmitted, and sent entirely in digital environment. e-Archive Invoice, on the other hand, is an application that enables traditional paper invoices to be issued, stored, and presented in digital environment. e-Archive Invoice allows invoices that must be issued, stored, and presented on paper in accordance with the conditions in General Communiqué No. 433 of the Tax Procedure Law (VUK) to be issued in electronic environment, with their second copy stored in electronic environment and presented when necessary.

 

 

What is e-Archive Invoice (Interactive)?


e-Archive Invoice (Interactive) is an electronic invoice system provided by the Revenue Administration (GİB) and accessible through the Interactive Tax Office. There are three different methods to transition to e-Archive Invoice:

 

  • Application through GİB Portal: Requires manual invoice issuance and has limited processing capacity.
  • Information Systems Integration: Suitable for large businesses with their own software infrastructure.
  • Application through Private Integrators: Provides fast and secure transition through authorized private integrator companies.

The first thing you need to do for transition is to obtain a fiscal seal (for legal entities) or e-Signature certificate (for natural persons).
Another point to note is: In previous years, it was mandatory to be an e-Invoice user to use e-Archive Invoice. However, with new regulations, you can issue e-Archive Invoice without being an e-Invoice user.

e-Archive Obligation: Who Must Transition to e-Archive in 2025?


The Revenue Administration (GİB) is expanding e-Invoice and e-Archive Invoice obligations to accelerate digital transformation and make tax processes more transparent. As of 2025, businesses with certain criteria will be required to transition to the e-Archive system.
Other details regarding e-Archive Invoice transition obligation are as follows:

 

  • e-Archive Invoice is issued for purchases above the 9,900 invoice issuance limit, regardless of tax liability.
  • Companies that have transitioned to e-Archive and e-Invoice systems and use e-Book must issue e-Archive invoices.
  • Businesses with gross sales revenue of 3 million TL and above in 2024 or subsequent accounting periods must transition to e-Invoice and e-Archive Invoice systems by July 1, 2025.

Taxpayers who are not included in the e-Invoice and e-Archive Invoice system must issue invoices above a certain amount as e-Archive Invoice as of January 1, 2025:

  • For invoices issued to taxpayers, 3,000 TL and above,
  • For invoices issued to non-taxpayers, invoices of 5,000 TL and above must be issued as e-Archive.

In addition, as of January 1, 2026, all invoices must be issued as e-Archive Invoice regardless of this amount.

 

Sector-Based Obligations


There is an e-Archive Invoice obligation for taxpayers operating in certain sectors regardless of gross sales revenue limit:

 

  • E-Commerce Operators: Businesses that sell goods and services through their own websites or platforms and reach gross sales revenue of 500 thousand TL and above.
  • Those Operating in Real Estate and Motor Vehicle Sector: Businesses that carry out construction, manufacturing, purchase, sale, or rental operations and have gross sales revenue of 500 thousand TL and above.
  • Those Operating in Accommodation Sector: All hotel businesses operating with investment or operation certificates from the Ministry of Culture and Tourism or municipalities.

 

What are the Differences Between e-Archive Invoice and e-Invoice?


e-Archive Invoice and e-Invoice are both invoices issued in electronic environment, but there are some fundamental differences between them:

 

  • e-Invoice can only be issued between e-Invoice taxpayers and is transmitted to the buyer through GİB.
  • e-Archive Invoice can also be issued to individuals or non-taxpayer companies not registered in the e-Invoice system.
  • e-Invoice applies to companies subject to obligation, while e-Archive Invoice is used by taxpayers exceeding certain turnover and transaction limits.
  • e-Invoice is stored within the GİB system, while e-Archive Invoice is stored in the business's own system or with a private integrator.

 

How to View e-Archive Invoice?


e-Archive Invoice viewing can be done through different platforms:

 

  • You can view your invoices by logging into the GİB Archive Portal address.
  • If you use private integrator service, you can access your invoices through the relevant platform.
  • e-Archive Invoice can be sent to the recipient's email address in PDF format and viewed.
  • Businesses with accounting integration can view their invoices from their own systems.

 

How to Query e-Archive Invoice?


e-Archive Invoice query operation can be performed through GİB's official portal. Businesses can access their invoices registered in the system using their tax numbers or invoice information. Query operation can also be performed thanks to the integration provided by the private integrator.

 

 

How to Send e-Archive Invoice?


e-Archive Invoice can be easily sent through private integrators or GİB e-Archive Portal.
After businesses perform invoice issuance operations, they can transmit their invoices to their customers in email or PDF format in electronic environment.

 

 

Who Can I Send e-Archive Invoice To?


e-Archive Invoice can be sent to all customers who are not e-Invoice taxpayers. That is, e-Archive Invoice can be issued for individual consumers and companies not registered in the e-Invoice system.

 

 

How to Cancel e-Archive?


The cancellation of e-Archive Invoice can be done through GİB e-Archive Portal or private integrators. There are certain time limitations for cancellation operation. For the invoice to be cancelled, agreement must be reached between the buyer and seller. Cancelled invoices must be reported through the system within the specified time.
