What Is a Financial Seal?

The financial seal is an electronic stamp that ensures the integrity of e-Invoices and other official documents, guarantees their authenticity and content, and provides confidentiality during electronic transmission and storage. It is shaped like a USB device and serves as a corporate electronic signature.

Who Issues the Financial Seal?

The Financial Seal Certificate Provider (MM ESHS) was established by TÜBİTAK BİLGEM Kamu SM to issue electronic certificates for legal entities and institutions.

1. Legal entities must apply for a financial seal to use e-Invoice.
2. Applications are submitted through the Kamu SM website.
3. The fee must be paid to TÜBİTAK.
4. The seal verifies company identity during e-Invoice application.
5. Sole proprietorships may use e-Signature instead.
6. The seal must be renewed every 3 years.
7. Changing the company name voids the seal.

How to Apply

1. Visit https://mportal.kamusm.gov.tr/bp/edf.go
2. Fill out the form.
3. Make payment through Vakıfbank Corporate Payments or bank channels.
4. After payment is processed, the certificate is produced and delivered.
