Turkey’s e-Transformation has expanded steadily, and e-Ledger (e-Defter) is now central to compliance. This article explains what e-Defter is and who must adopt it in 2025.
What Is e-Defter?
e-Defter is the electronic set of records—main ledger (defter-i kebir) and journal (yevmiye)—kept in standardized formats ensuring immutability, integrity, and legal evidentiary value under VUK and TCC. It replaces printed books.
Who Uses e-Defter?
Entities meeting the criteria in the Electronic Ledger General Communiqué No. 1 (e.g., banks, leasing, factoring, insurance, holdings, exchanges, licensed warehousing, audit/supervision, tech zone operators, SPK-regulated companies, free-zone operators) can use e-Defter.
As of Nov 8, 2024, with the amending Communiqué No. 5, all taxpayers keeping books on the balance-sheet basis are obliged to use e-Defter from Jan 1, 2025.
What Is the e-Defter “Berat”?
The berat is the electronically signed/mali-mühür summary submitted to GIB that proves the integrity of the e-Defter files.

2025 Thresholds & Scope
Previously tied to turnover/activity (and e-Invoice adoption), but from 2025 onward, all balance-sheet taxpayers must use e-Defter—regardless of being new/old or e-Invoice status. Noncompliance may trigger penalties. Notary certification of journal and general ledger is no longer needed.
Non-accounting Commercial Books Kept Electronically
Under TCC Articles 64 and 210 (as detailed in the Feb 14, 2025 notice), certain non-accounting commercial books must also be kept electronically: share ledger, board of directors’ resolutions, managers’ board resolutions, and general assembly minutes.
How to Apply
Legal entities: obtain a financial seal; individuals: e-signature. Apply via GIB (choose “Mikro e-Defter 1.02”). You can check the status of your prior application online.
Is e-Defter Mandatory If You Use e-Invoice/e-Archive?
Yes—obligatory e-Invoice users are also obliged for e-Defter. Moreover, as of Nov 8, 2024, all balance-sheet entities must adopt e-Defter whether or not they use e-Invoice/e-Archive.
